The order restricts wasteful use, not all use. Most companies simply stopped taking work rather than reading the exemptions.

What exactly does the SWFWMD Phase III order restrict?

It restricts discretionary and repeat exterior washing, and limits irrigation to a reduced schedule. It does not prohibit the exempted categories: your allowed annual cleaning, surface prep before sealing or painting, and health or safety cleanings such as removing a slip hazard. Will I be fined for pressure washing during the drought order?

Enforcement is real and is handled at the county and municipal level, so the risk is in doing restricted work — not exempted work. That is why the exemption category matters: an annual wash performed within the allowance is compliant, while a second discretionary wash in the same year is not. When do the Sarasota water restrictions end?

The Phase III water restrictions just got extended to October 1, 2026, and a lot of Sarasota property owners think that means exterior cleaning is off the table until fall. It doesn't. The SWFWMD order has specific, explicit exemptions — and a full menu of services that were never restricted in the first place. Here's exactly what you can book today, with the rule that makes each one legal.

1. Your Annual Cleaning (Legal for Most Homes Right Now)

The order explicitly allows once-per-year pressure washing. If your property hasn't had a professional cleaning in the last twelve months — and after a spring where most people held off, that's the majority of homes we hear from — a full exterior service is legal today: house wash, roof soft wash, driveway, pool cage, the works. We note the annual exemption on your invoice so you have documentation.

2. Paver & Driveway Clean-and-Seal Packages

Washing in preparation for sealing is explicitly permitted — which makes this the smartest service of the season. Cleaning your pavers, driveway, or pool deck and sealing them in one visit is fully compliant, and sealing is genuinely better done in dry weather: cure times are ideal, and the sealed surface resists the algae bloom that arrives when the rains return. One visit, legal, and the surface is protected into 2027.

3. Safety & Slip-Hazard Cleanings

Washing to address a health or safety hazard is permitted under the order. Algae-slick pool decks, green-filmed walkways, slippery entry steps, and commercial entrances that put customers at risk qualify. If someone could fall on it, it can be cleaned — and for commercial properties, documented hazard remediation is the kind of paper trail your insurance carrier likes to see.

4. Pre-Paint Washing

Painting your home this year? Surface-prep washing before painting is exempt, same as seal prep. If exterior painting is on your list, the wash that comes first is fully legal.
